The article in Zero Hedge, written BEFORE the report was released, is the epitome of "fake news", which is why Zero Hedge isn't considered a "credible source".
The IG's report was indeed critical of the behaviour of some of the FBI agents in relation to their speaking to the media without permission, and in disclosures made during the Clinton Investigation, but the IG's report did not criticize the results of the investigation, and in no way suggested that Hillary Clinton should be charged.

Government works slow, just keep in mind how long it took for government to bring down Manafort over charges that were known but they were unable to charge him with.
