Vice President Joe Biden appeared to wipe away tears after a father of a Newtown victim spoke in the Rose Garden, and just as President Obama took the podium to speak about the Democratic-controlled Senate not expanding today's gun votes:

The only reason Biden shed a tear is because he said this the day before the vote was taken:

Vice President Joe Biden told a former congressional aide Tuesday during a visit to the Capitol building that the Senate was just two votes short of reaching the 60-vote threshold needed to pass a gun reform bill through the chamber.
