Hate to spoil a good scary story with the facts but,

Wasn't even weapons grade. If it were plutonium, that'd be dirty bomb worrisome since plutonium's lethally toxic just as-is. But uranium has to be refined like Iran's doing. That takes time and isn't anything ISIS is capable of doing. Even if they give it to Iran it's still a non-issue since Iran has it already.

Secondly, it was the Bush Administration that set the time table of the troop withdrawal and agreed to those terms in writing by signing the agreement. "O" simply followed the terms of the agreement.
