I got to to with Tester on this one. She is the wrong person for that job.

It depends on the goal. If it is to take over our banking system, tie every account to the IRS, and begin making penalty withdrawals for fossil fuel use, buying meat, not paying your global tax bill, etc. Then they are right on target...
