TV shows abide by the Nielson ratings. Nielson has Set Meters in selected TV sets and they base part of the ratings on how many sets are tuned in to certain channels in demographic areas. Other devices that connect to a home telephone through the TV sets and plain old telephone surveys gather the rest of the statistics. Nielson ratings are very accurate. I have had a set meter in my main TV for over 30 years.

Yep, broadcast ratings are there to determine how much the commercial time is worth based on how many eyeballs or in this case ears the station can deliver. That's their one and only significance, meaning they're relevant only to those engaged in buying or selling that commercial time.
