Legalize 'naturally-occuring/natural-form' Drugs?

Should we legalize all plant-type drugs in their original plant-based form? These would include:

-marijuana
-mushrooms
-coca leaves (not extracted cocaine)
-opium poppies (not extracted heroin)
-morning glory (an lsd-like drug usually illegal)

etc.

Assume the law stipulates so long as it's in its' plant-form, and not extracted, refined, or otherwise changed it's legal.

Drugs are NOT a police issue.

99%+ of all crimes are arbitraily defined. A few universals like don't murder, steal, lie at trial, etc. exist but not many compared to the body of laws we have. Thus many drugs are in fact a police issue just as much as other arbitrary laws are.

I favor full and complete drug legalization without restrictions. But being a realist too, am more interested in realistic laws.
