5.5M Israelis will go to polls Tuesday to vote in municipal elections – with largest vote expected in Jerusalem. However, Palestinians living in east – 1/3 of population - expected to shun elections

This is a standard behavioral process for Palestinians. They don't participate in the representative processes. They declined during the 1947/48 implementation process and they still decline.

Their option is always towards opening hostilities.

This is absolutely nothing to be concerned about. Take them at their word and by their deeds. They have nothing positive to contribute. They are culturally Article 15 Jihadist and Fedayeen by nature; with very little capacity for self-determination.

The problem Rocco is that for the Palestinians , Jihad and Fedayeen is a legit form of resistance.

Until they realize however that their definition of 'resistance' has gotten them, and will get them nowhere, I cannot see their attitudes changing which of course means the conflict will continue and continue.

They don't vote, but they do demand National security benefits.

Somehow, this just...doesn't add up in my head

By not voting, they're punishing no one but themselves.
