I think that they are trying to infiltrate the military throughout this nation. Preparing them for martial law. By getting their feet wet to handle certain duties while citizens are locked up in dungeons.
And most likely they are going to have the U.N. troops to come and help because there is not enough military soldiers to help out.

They do have the 204th Medical support company in the Minnesota National Guard. The 325th and the 303rd Field hospital units are located in that state, but they are Army Reserve units and are not under command of the Governor.

Would not be surprised if the President would honor such a request if made, by that governor. Those Army Reserve units do conduct training at times with Guard units from that state. A problem with activating those units is they are primarily made up of medical personnel including doctors and nurses already living and working in the medical industry in that state.
