Obama Administration Repositioning Homeland Security Ammunition Containers

The Obama Administration repositioning their Homeland Security ammunition containers

The containers (like those pictured) are usually painted olive drab and are unmarked except for indistinguishable numbers/letters probably for inventory, routing, etc.

Reader Don sent this in recently:

Jim – I passed a convoy of olive drab unmarked 40 foot tractor trailers each with four 10 yard ammo bunker boxes chained to them and unmarked armored Hum-Vee’s heading north on I-95 in Brevard County, Florida this past Thursday morning. The “govt” is positioning these ammo storage boxes, I have been told, in strategic places in population centers around the country. They are usually painted olive drab and are unmarked except for indistinguishable numbers/letters probably for inventory, routing, etc.

Obma’s Homeland Security Department has purchased 1.4 billion rounds of ammunition(Blog: Why does Homeland Security need 1.4 billion rounds of ammunition?) – that is not a typo — during the last six months.

ATK is one company that won a contract with the Department of Homeland Security to provide 450 million rounds of .40 caliber ammunition in 2012.

Previously it was reported that people around the US have begun reporting the site of strange, new, heavily-armed FEMA fighting vehicles this past year.

One set of images made available by Rense.com shows trailer after trailer carrying these new DHS and FEMA armored fighting vehicles, complete with machine gun slots. They’re labeled with the usual backward American flag and the title, ‘Homeland Security’. Below that and the DHS logo, it also reads, ‘Immigration & Customs Enforcement’. Joining those markings, the black vehicles with white lettering also display ‘POLICE/RESCUE’ on one side and ‘Special Response Team’ on the other.

Whiteout Press reported on the government ammunition purchases back in October 2012.

As we detailed in the August 28 Whiteout Press article ‘History of DHS Ammunition Purchases’, federal emergency management agencies are looking more and more like a military army every day.

The federal government’s procurement website actually lists DHS’ requests for bids to supply it with ammunition and military weaponry. All of the orders listed in the above article, including the orders for hundreds of millions of rounds of ammunition, are publicly available at http://www.fbo.gov.

One look at a chart of DHS ammunition purchases over the past decade reveals a drastic spike in orders of bullets recently, totaling in the billions of rounds. Other charts available online show a similar drastic spike in the purchases of accompanying weaponry by the Department of Homeland Security.

Billions of rounds of ammo procurements. All those public employees out on the range, getting paid to play with guns on our dime, earning fat pensions.

And still the GOP never sees a Defense budget hike it does not like...

These are not just used for ammo. They have many, many uses.

For the sake of argument lets say all these HS purchases and and ammo disbursement rumors are true.
Couple them to dems attempts at gun control ...if this doesnt make you nervous you have your head in the sand.
The thing you have to remember is the Republicans would know this this going on as well.
There is noway they couldnt.
That puts us all in the same boat.

Obviously you don't know the frst thing about firearms. Target ammunition is normally cheaper and less penetrating than ammunition that is designed to kill. Target ammo is designed to only punch paper. Then there's the fact that all the type of ammunition purchased by DHS actually is a violation of the Geneva Convention laws. FMJ and ball ammo is considered lawful. Hollow point ammo is actually a violation of the law. Prove me wrong.

Actually, as a retired veteran I do know a thing or two about firearms.

I also have gone to the trouble to read some of the ammo procurements by various government agencies, and so I know they specified hollow point ammo and paper targets to shoot at with that ammo. Why? Who knows. Government waste knows no bounds. Especially when the defense budget is at a level not seen since WWII.

Also, the procurement process is such that a contract is written for a billion rounds, sure. But that does not mean the government takes delivery of all those rounds today. This is just a way to buy all the ammo they will need for the foreseeable future at today's prices. It's like a stimulus. The defense department is flush with cash so they are spending it like drunken sailors because the money is burning a hole in their pocket.

Don't be such a paranoid rube.

Those procurements were made long before Newtown.

Sounds like paranoid conspiracy theory to me.

Like those paranoid conspiracy theorists who once claimed that Hitler had evil plans. They were ridiculed as being complete whackos. By the time the world realized they were right, it was too late.

Conspiracies are a real thing and generally committed by people in high places. When people see signs of history repeating itself, it's not that they are paranoid, they are just not willing to be as passive as people in the past. Skepticism is a good thing most of the time, but flat out denial can be dangerous. Be skeptical, but don't stick your head in the sand like those in the past, who later became victims.

DHS Bullet Inventory Is 246,451,611, Chief Procurement Officer Testifies
April 25, 2013 – The Department of Homeland Security’s chief procurement officer testified at a House hearing Thursday that the agency’s bullet stockpile is almost 250 million, and the procurement of ammunition has “remained constant” in relation to the number of employees that carry and use firearms.
“As of April 15, 2013, this amounted to DHS having approximately 246,451,611 rounds in inventory,” Nick Nayak said in prepared remarks to the House Committee on Oversight and Government Reform Subcommittee on National Security, Homeland Defense and Foreign Operations and Subcommittee on Economic Growth, Job Creation, and Regulatory Affairs hearing. “On average, over the last three fiscal years, DHS procured approximately 120 million rounds of ammunition per year of all calibers and types and fired approximately the same number of rounds per year, almost exclusively for training purposes,” he said.

“DHS employs approximately 72,000 agents and officers that carry one or more firearms in the performance of their duties,” Nayak said, including those employed as Border Patrol Agents, U.S. Customs and Border Protection officers, Secret Service agents, Uniformed Division officers, Physical Security Specialists, Federal Air Marshals, Federal Protective Service officers, and U.S. Immigration and Customs Enforcement agents and officers. “In addition to civilian DHS firearms users, the U.S. Coast Guard consists of over 41,000 uniformed members of the military who also train with and carry firearms in the performance of their duties,” Nayak said.

Nayak also said 70,000 federal, state, local and tribal law enforcement personnel are trained at four DHS interagency training sites that comprise the Federal Law Enforcement Training Center (FLETC). “Since it was established in 1970, approximately 1,000,000 law enforcement officers and agents have been trained at FLETC,” Nayak said.

Throughout his testimony, Nayak emphasized that DHS tries to be a good steward of taxpayer funding. “DHS maintains a highly trained workforce to fulfill its mission for the American people in the most effective and efficient way possible,” Nayak said in his prepared testimony. “While DHS spending on ammunition represents less than one tenth of one percent of the DHS budget, we continue to pursue measures that leverage all of the Department’s resources in order to best make use of taxpayer dollars.”

Report: Pentagon to destroy $1B in ammunition
April 28, 2014: WASHINGTON — The Pentagon plans to destroy more than $1 billion worth of ammunition although some of those bullets and missiles could still be used by troops, according to the Pentagon and congressional sources.
It's impossible to know what portion of the arsenal slated for destruction — valued at $1.2 billion by the Pentagon — remains viable because the Defense Department's inventory systems can't share data effectively, according to a Government Accountability Office report obtained by USA TODAY.

In order to save money and time, armory rounds are placed on a blocking device built from an ammunition crate lid, Shaw Air Force Base, S.C., Oct. 15, 2013. A report says the Pentagon plans to destroy $1 billion in ammunition.

The result: potential waste of unknown value. "There is a huge opportunity to save millions, if not billions of dollars if the (Pentagon) can make some common-sense improvements to how it manages ammunition," said Sen. Tom Carper, D-Del., and chairman of the Homeland Security and Governmental Affairs Committee. "Despite years of effort, the Army, Navy and Air Force still don't have an efficient process for doing something as basic as sharing excess bullets. This Government Accountability Office (GAO) report clearly shows that our military's antiquated systems lead to millions of dollars in wasteful ammunition purchases."

The Army and Pentagon, in a statement, acknowledged "the need to automate the process" and will make it a priority in future budgets. In all, the Pentagon manages a stockpile of conventional ammunition worth $70 billion. The effect of inaccurate accounting of ammunition for troops at war was outside the scope of the study. However, there were limited supplies at times of .50-caliber machine gun and 9mm handgun ammunition at the height of the wars in Iraq and Afghanistan, according to a senior military officer who spoke on condition of anonymity to talk about the issue.

"We simply cannot afford this type of waste and ineffectiveness," Carper said. "The (Pentagon) has a responsibility to efficiently manage its ammunition stocks, not only because it is important to be fiscally responsible, but also because our antiquated ammunition inventory systems can shortchange our war fighters and compromise their ability to complete their mission."
