That is... well, it's not the dumbest thing I've ever heard, but it's pretty close.
While I would argue the lack of miracles comes from the lack of existence of such a deity, from a religious perspective, miracles occur so long as just one person still believes. I'm pretty sure a deity doesn't need a billion followers to do as it pleases.
