In addition, from the beginning of the program in 2002 until it became public in the fall of 2006, the House held 13 votes to authorize intelligence funding at which time no one objected or demanded changes to any intelligence program
yes, by golly I would surmise they had plenty of time to object if they did in fact object which appears NOT to be the case.
