As far as the Liberty goes, well it was a top secret spy ship that was on a mission where next she strayed into a no go zone that undoubtedly had possibly placed Israeli operations (it must have felt), into jeopardy, and this was all due to the Israeli plan's of having to be extremely secretive whenever those plan's were embarked upon.

The United States government then ordered the incident to be made as a strict top secret affair, and it ordered the survivor's of the liberty to be sworn to secrecy over the event.
