Ted Cruz 2016 GOP candidate touts Second Amendment record at gun range - POLITICO
Appealing to New Hampshire’s powerful gun culture, Sen. Ted Cruz said Sunday that he’s “pressing” Senate Armed Services Committee Chairman John McCain to hold hearings on whether soldiers should be allowed to carry their own concealed firearms onto military bases.
“I am very concerned about that policy,” the Texas senator told 120 gun owners at a hunting club here, before taking a trip to a firing range for some target practice. “I think it’s very important to have a public discussion about why we’re denying our soldiers the ability to exercise their Second Amendment rights.”
Defense Department leaders oppose relaxing the ban, which was enacted under George H.W. Bush.
Flanked by a flapping Gadsden flag on a crisp afternoon, he spent the better part of an hour-long town hall at the Londonberry Fish & Game Club touting his record on the Second Amendment. His wife, Heidi, stood behind him wearing a black cap that said “Armed & Fabulous.”..
...Generals have argued that only military police officers should be able to carry weapons freely around base. Many in the chain of command believe more guns would only lead to more violence, especially among those who suffer from mental instability as a consequence of combat.
“I want to give an opportunity for the military leadership to lay out their views,” Cruz told a woman who asked him about the issue.
Cruz said he is not afraid to take on the brass. He touted his success at persuading every Republican and Democrat on the Armed Services Committee to support a bill that awarded Purple Hearts to every soldier wounded in the 2009 Fort Hood shooting. The government resisted giving out the medals on the grounds that it was not in combat.
“We did it over the active opposition of the Obama Pentagon,” he said.
So, just to clarify, the ban on open-carry by military personnel on base was enacted by George. H.W. Bush (41), with this DoD instruction:

Department of Defense Directive 5210.56, which is currently dated April 11, 2011, but is an update of the original, from February 22, 1992, signed by George H. W. Bush's UnderSoD, Donald Atwood.

(btw, that document shows that this subject, and document number is ALSO an update, going back to May 10, 1969 and cancels said document. Richard M. Nixon (R) was president at that time)
And here is the crux of DoD directive 5210.56, from February, 1992:
D. POLICY
It is DoD Policy:
1. To limit and control the carrying of firearms by DoD military and civilian personnel. The authorization to carry firearms shall be issued only to qualified personnel when there is a reasonable expectation that life or DoD assets will be jeopardized if firearms are not carried. Evaluation of the necessity to carry a firearm shall be made considering this expectation weighed apainst the possible consequences of accidental or indiscriminate use of firearms. DoD personnel regularly engaged in law enforcement or security duties shall be armed. Procedures on authorization to carry and the carrying of firearms are in enclosure 1.
2. That DoD military and civilian personnel engaged in law enforcement or security duties shall avoid the use of force where they can carry out their duties without resorting to its use. In such cases where the use of force is warranted, DoD personnel shall use the minimum amount of force necessary to reach their objective. Deadly force shall only be used as described in enclosure 2.
3. That when personnel must carry firearms aboard aircraft, either on their person or in baggage, commercial airline or military passenger service representatives shall be notified before the flight departure. Personnel shall carry written authorization to carry the firearm and proper identification to include a full-face photograph. If the firearm is carried in baggage, the weapon shall be unloaded and securely locked in the baggage. Procedures for the authorization and carrying of firearms on commercial and/or military aircraft are in enclosure 3.

So, George H.W.Bush (41), a Republican and a decorated war hero, decided as CoC that this was best for our military. But Ted Cruz, born in Calgary, Canada who did not serve in the US military, thinks that he knows better.
Too funny.
Oh, and when Ted Cruz says: “I want to give an opportunity for the military leadership to lay out their views,” - that's kind of stupid, now isn't it. The military leadership has already given it's view. It's called DoD directive 5210.56, from February, 1992.
