Sorry, but I cannot agree with that type of thinking in any way. What you are suggesting is to truly steal from the wealthy. While there is no doubt in my mind that the wealthy are getting a free ride when it comes to taxes, those rates are absurd and counter productive. I would be happy with a top rate of 40% for both earned income and capital gains. What has led to the wealthy being able to double their money over and over again has been the extremely low capital gains rates over the past 30 years. Because most working Americans do not have big investment portfolios, they do not receive these tax breaks. That is how multi-millionaires and multi-billionaires can pay lower tax rates than the average middle class American.

Remember when Ronald Reagan pushed through his tax cuts? He said the capital gains rate should be the same as the federal income tax rate. Had we stuck to his principle, we would never have accumulated the massive debt that we did, and the economy would be doing no worse than it is now. It might even be doing better.
