Pretty typical 1980s style movie, even though it was released in 1990.
Scenes are overacted, cheesy and rambling. Laughable dialogue at times with absurd chain events that would never happen in 1000 years.
The movie has one saving grace - Gary Oldman. (pun intended)
He stole every scene he was in. Even though the star is supposed to be Sean Penn, Oldman was the one you watched and the one you cared about the most. And making it no surprise that his career is far better than Penn as years went by.
For reasons unknown to me, it has high critical review (85% RT, 7.2 IMDB)
And audience scores off the charts.
Apparently people like cheesy. violent movies with a few scenes of a woman's tits.
Heat (1995) - Similar film but 1000 times better.
Once upon a time in America - similar but 100,000 times better.

I don't get the praise.

 
Anything with Ed Harris and Gary Oldman in it is well worth a watch.
The movie is credited as a "Sean Penn/Ed Harris movie".
Ed Harris is probably only in the movie a total of 10 minutes. He is in scenes throughout it, but the scenes are short. He is not a focus of the film at all.
Penn is the top focus, Oldman 2nd. But Oldman owns the movie.
