Depending upon the currents, the Houthis may have just screwed themselves over as they rely heavily on fishing in that area.
If your opponent is cheating it may be considered an advantage to punturing the ball no matter who owns it and if your own fishing suffers then it may give you additional incentive to blasting even more ships that want to pass through. Pushing someone into a corner has consequences.
