So, what part did we not do?

The border security measures in the legislation Reagan signed were never funded and never fully implemented. When Reagan agreed to a one-time amnesty it was with the understanding the border would be secured as well... but that part never happened. So now we have idiots like McCain and Rubio running around talking about "comprehensive reform" but we already tried that... it doesn't work. Democrats get their amnesty and little social goodies and then refuse to fund the security and enforcement measures.
