The company soon became the largest for-profit hospital chain in the United States. By 1997, however, Columbia/HCA had come under criminal investigation for alleged fraudulent charges by its hospitals to Medicare and Medicaid and other government health programs. Federal authorities raided the company’s offices and hospitals in July, and in the same month the company’s board of directors forced Scott to resign—though it granted him a generous retirement package consisting of approximately $10 million in cash and $300 million in company stock.
Although Scott was not charged with any crime, Columbia/HCA eventually paid fines totaling $1.7 billion. In 2003 the U.S. Department of Justice characterized the settlement as “by far the largest recovery ever reached by the government in a health care fraud investigation.” Scott later moved to Florida, where he ran his own investment firm, Richard L. Scott Investments, and another health care company, Solantic Corporation, which he founded in 2001.
