Large numbers of government employees are posting that they are refusing to take the buyout and are staying for the specific purpose of interfering with trump's policies as much as possible. What trump has long feared is becoming real, and it's all because of his overreach.

So, (1) Is it True? (2) Is he simply attempting to create a new "Deep State"? Is resistence by government employees due to his overreach, or something else?
