Trump does not "have the power" to deny Obama care subsidies.

His budget director says he does. If Obama had the authority to grant exemptions and basically ignore what the law said, then so can Trump. However, it hasn't been established that the subsidies aren't paid out at his discretion.

I already explained to you that Trump doesn't have to threaten to shut down the government. All he has to do is threaten not to pay Obamacare subsidies to insurance companies. Furthermore, Republicans only need 51 votes to pass a budget. They don't need Democrats.
