But he is tied to the office now as president elect. A president never actually ever gets a security clearance. Not before, not during, not after. The office gives him the security clearance.He won't be president till next year.

Without it the transition team doesn't get access to any classified materials.

He is not president until inaugurated, and the pledge covers transition period which is over upon inauguration.But he is tied to the office now as president elect. However, if it required, then yeah he needs to sign it. I do find it comical that Congress would require an ethics pledge for the president but not themselves.

It is not even reasonable to expect an incoming transition team be fully in place a month before the election even occurs, and it is not a hard deadline.
I do appreciate your concern for having a peaceful and ethical transition of power, though.
