The last time cold weather scuttled the outdoor inauguration ceremony was in 1985 when Ronald Reagan was sworn into his second term. James Monroe’s second inauguration was also held inside the Capitol, in the House chamber, because of a snowstorm.
The National Weather Service is projecting sunny weather at the National Mall on Monday, with a high of around 23 degrees.

Trump doesn't want to be embarrassed by the lowest crowd on record for an inauguration, and have to see the convicted felon signs that will be everywhere.

Yes, but the crowd goers, the revelers will brave the cold weather to their own detriment. Every time.I would guess this is for security purposes & to avoid another bullet to the head. And I am totally good with it!
Trump has done 2 hour rallies in weather colder than this.

"The weather forecast for Washington, D.C., with the windchill factor, could take temperatures into severe record lows. There is an Arctic blast sweeping the Country. I don’t want to see people hurt, or injured, in any way," Trump said on his Truth Social platform on Friday.
A good common-sense decision....The swamp that DC is built upon is damn cold in winter.
Doubly so when the wind is blowing out of the WNW at 15mph and it's only supposed to be 21 with snow on the ground.
