During a meeting held in Quito, Ecuador, the Community of Latin American and Caribbean States insisted that the return to Cuba of territory occupied by the U.S. Naval Base in Guantánamo is essential to normalization of relations between the two countries.

In the last few days I've been listening to NPR on the road. I caught a shpeil on the top reasons that it is to remain in the hands of the US. It's particularly amusing when listening to those who wanted a "free Cuba".
In the meantime, with a GOP-led Congress resisting efforts to close that facility, the U.S. will likely keep sending Havana its annual Guantanamo $4,087 rent check.
And Cuba, no doubt, will keep refusing to cash it.
