But they were sloppy when it came to the elderly.

Segregate the vulnerable and those caring for and in contact with them on a regular basis, focus testing on those workers. This collapsed economy response is so inappropriate to the problem you just know there is another agenda. End game is to biochip us all under the pretext of vaccination record but in reality total social control. Imagine how long the French Resistance would have lasted with contact tracing technology.
