I'm wondering if Cruz wrote it to make good McConnell's promise to Trump to consider election fraud. Mitch knows the Dems would vote against it. He only needs a few more solid no's on his side of the aisle to make it go away. Collins and Sasse would be no's. There are no doubt others, although I don't know who they are.
