You can buy a Tesla in Cincinnati or Pittsburg, drive it home and register and drive it in West Virginia.

West Virginia has laws that forbid auto companies from selling direct. Tesla does not sell through independent dealers.
 
While I think the mandate is stupid, and hurts the citizens, I dont see how congress has the power to do this.
They don't, really. Even the whole voting process was really questionable on this one. They basically created a new way to bypass the filibuster, which will definitely bite them in the ass.

No one said a state could legally prohibit interstate access. That is exactly what states tried to do until Gibbens Vs. Ogden was handed down in 1824. Pennsylvania passed legislation forbidding improvements on the lower Susquehanna River explicitly to prevent anyone from building a canal that might divert trade to Baltimore.
