Both are bad. There has to be a better way to do it.

Looks like the legislative process is working, the original senate vote would not have changed if the one senator had not been at the inauguration, it would have been 20-20 and the republican Lt. Gov would have cast the deciding vote. It will be interesting to see how it all turns out.
