That investigation is to be conducted by law enforcement and it involves the courts, not one sitting president with his "powerful pen". The power of the pen or royal seal (a king wearing his signet ring, stamping edicts and orders), is not part of our system of government. Our founding fathers didn't want that shit. A few of them expected George Washington to become the King of America, and George turned that offer down. He made it clear, we're not a kingdom, we're a democratic constitutional republic, not a monarchy. The law rules here.
