The author seems confused about the difference between a tariff and a specific tax, what the question was that Ryan replied to, and why no major news outfit bothered to report it:

The money that was alloted by congress in 2006 was only $1.2 billion and they never allotted more....the estimated cost of the full fence agreed to by congress was $4.1 billion. the fence that cherkoff started was completed under Obama in April 2009. the remaining 300 miles or so, that was authorized by congress was NEVER funded by congress critters.... it had NOTHING to do with Napolitano.
