I see it from the standpoint of a judge handing down a sentence.

Cheney would get the death penalty.

Clapper, Brennan, Mccabe, would get the death penalty.

Bush Jr. and Obama would get 40 years in prison.

Mccain would get 10 years.

Romney would get two consecutive 10 years sentences (for public corruption and private deals that ruined businesses and people's employment).

Paul Ryan would get 5 years probabation.

I think both had good intentions when they ran for the position, as I'm sure most Presidents do, but it's who you surround yourself with that matters in the end. Bush was deeper in the swamp, because his family had already been surrounding themselves with swamp creatures long before he took office, and he brought them along for the ride.
