The Ministry of National Defense of China stated that the United States should abandon the policy of the Cold War and look at the Chinese military construction and initiatives on the international arena "rationally and objectively." The application is published on the website of the department.

The document often mentions Russia and China as the main competitors of the United States. The document says that "China and Russia are developing advanced weapons and expand capabilities" and thus seek to "form a world that is contrary to American values and interests."
