Basically, these reports may be somewhat true. As usual, Russian propaganda tools are using the tactic of half-truth. They highlight one side of the story, but are completely silent about the other one.
Of course, Ukraine won't admit that it ever hits targets inside the NPP. But it may do so. The Russians use the plant's territory as storage for weapons and a shield for their troops.
Except of that, holding the plant can serve more 'pragmatic' goals. There are opinions that Russia wants to reorganise the plant's work to make it the main source of energy for the occupied territories in the south.
Hardly, all that can be tolerated by Ukraine. A demilitarised zone should be established in and around the plant with an IAEA mission constantly working there.
