So what you are trying to say is "stupid people should not breed". I am all for that actually.
I'm saying that perhaps financial incentives should be implemented to get people to limit the number of kids they spit out.

I could get on board with discussions that lead to how to do such a thing. In the USA I think it would have to be voluntary though. That pesky constitution and all.
I agree it would be in America. That said, if those that don't want to abide by limiting the number of kids they have, they just need to be informed that for every child they have over any established limit, they would have to pay a financially high "environmental tax" every year until those kids they had over any established limit, reach adulthood.
It sounds as if you have the basis to start a discussion. Run for Congress. Maybe you could get something going.
