Today the Missouri house of representatives passed a bill that allowed the Governor of the state to assign and fund a Special Prosecutor to prosecute murders, assaults, robberies, and hijackings in any prosecuting attorney's jurisdiction that, in the preceding 12 months exceeds 35 homicides per 100,000 residents.
