The biggest issue is that CA has a water shortage. They've had one for a long time and it's only going to get worse. Finding a much cheaper method of desalination is the only real answer. Luckily that is in the works. Hopefully, they will have something workable in the near future.
 
So legalize it and let individual households and patients grow their own with less water, and use large fields to grow industrial hemp which is drought-resistant. Problem solved.
