Happens all the time. There are already laws on the books regarding equal rights for women and minorities but the left want to make more laws regarding something there are already laws for. However, in a way, I agree with you. By making laws that illegals can't vote in federal elections, it seems to be waving the white flag, allowing illegals to come here.
