Impossible? Hardly. As the Baltimore Police Union if they think cops have mistreated residents on a mass scale. They speak for the rank and file boots on the street.

Not the chief (aka mayors office memo). You DO know the chief simply relays what the mayor wants the PD message to be....right? It's Iike the Army Chief of Staff....coming out and arguing with President Obama on war strategy. Everyone has a boss. They better reflect the boss. Especially top ranking guys.

A police chief who disobey his mayor....won't be employed long. IN FACT....Baltimore mayor fired her chief a couple months ago. See how that works?
