Actually he did in his speech to the cadets, saying he has an appointment from the senator who he beat during his 1st run for US Senate.

He said the only reason he turned down the opportunity was to play football at Delaware- although previously President Biden said he was an alumni at Delaware State (a different school)

Where Biden screws up is that he constantly forgets that everything he says is recorded and available to anyone who wants to see it.

Back in the day, he could give a speech before the Honky Citizens Council talking about the urban jungles and how its so important to maintain ethnic purity, and then go straight to the NAACP meeting and give a civil rights address attacking white people.
