List isn't reliable. Politicians have been famously on it so until we have a list that's actually accurate enough to deny someone their Constitutional rights...

I question the need of even having the list. If someone's regarded as a security threat, why aren't they under arrest? PLus the problem with arabs is every other person has the same name. Or just about.
