No real harm or foul. Electric fences operate off a high voltage that feels like a nail being driven into you (electromotive pressure) but very limited current, otherwise they would pose an electrocution hazard. Without that, they only hurt but can't supply the current to stop the heart, and are easily defeated with an insulating blanket or shorted by grounding the fence.
