Another roadway aspect is that Asphalt roads are black and inferior to Concrete highways, which are gray. Is citing that black Asphalt roads are inferior to Concrete roads, racist to recognize?

Obviously, roads cannot themselves be "racist."
But their design and construction are done by human beings and, as such, may have intended or unintended expressions of racism in that design and contruction.
