As California’s severe drought moves into a fourth year, state and local water agencies are working on something called “allocation-based rate structures,” a kind of precursor to water rationing that’s all the rage in Sacramento and in some areas such as Santa Cruz, Irvine and Santa Monica.

Here’s how it works: Your local water company, special district or city assigns you and your household a number in gallons — a daily water allocation. Usually, one number applies to maximum indoor water use, i.e. showers, kitchen and bathroom faucets, dishwashers, clothes washers, etc., and an extra allocation is assigned for outdoor use such as lawn irrigation.

Using census records, aerial photography and satellite imagery, an agency can determine a property’s efficient water usage.

At the Irvine Ranch Water District, number of residents, amount of landscaping and even medical needs are factored into a household’s water allocation or water budget

“We want you to stay within that budget. That way we know you are using water in an efficient way,” according to an instructional video on the Orange County water agency’s website.

While some call it a more equal way to meter out mandatory water conservation, others call it social engineering. Some say the idea simply will not work.

I do not know whether or not the water shortage would still be occuring if you suddenly had several million fewer users, but it would be impacted.

Let me give you an analogy that will make it easier for liberals to understand.......


Let's say you have a conference room with 12 people present for a long seminar.
There is a gallon jug of water along with enough cups for everybody.
At the start of the meeting, the manager announces there is enough water for each person to have about 10 ounces of water.
Right then the police enter the room and announce that 3 of the participants are wanted, and they quickly arrest the 3 and leave.




Since there are now 9 participants in the room, is there now more water for each person ?

A. Yes

Growing numbers of our rivers are used to the point where they don't even reach the ocean any longer as more and more water is needed to grow crops to feed the growing population, more water is needed to feed the livestock that provide food for us and more water is needed to provide for basic water drinking needs of the millions of people already here. This nation is no longer an unpopulated wilderness. Sadly, the liberal democrats cannot see the long-term negative effects of immigration.
While I am not encouraging deportation, I do suggest that our citizens approach their elected officials and try to convince them that we end "ALL" immigration, across the board. It doesn't matter if they want to come from Europe, or South America. We should also better monitor our borders (north and south) to reduce those who would try to come in illegally.

In Sacramento alone, authorities have received about 10,000 “drought shaming” phone calls since the start of 2014. Ron Munds, utility services manager for San Luis Obispo County, told NBC affiliate KSBYthat citizens are acting out of genuine concern for the state’s condition.

“It’s mainly concern because, again, water is a previous resource,” Munds said. “I feel our citizens, our water customers, are all very conversation-minded. So when people see water running down a gutter, they do call.”

With nearly 80 percent of California faced with “extreme or exceptional” drought conditions, state officials announced Tuesday that fines of up to $500 a day would punish anyone who wastes water on less-than-essential activities. The statewide restrictions will begin on Aug. 1, but some local cities have established penalties of their own.

The new measures were enacted after previous attempts at water conservation failed to meet the 20 percent reduction proposed by Gov. Jerry Brown.
