He stole the trade secrets on behalf a Chinese company offering him "employment". This is what the Chinese have been doing every day for at least the last 30 years. And it is only now with President Trump in office are we doing ANYTHING about it. Is it any wonder why China's growth has exploded over the last 3 decades? Pretty easy when you don't have to spend on R&D you just steal whatever you want from the gullible PC Americans.
