Whats to stop clandestine chuckers? Buy a helicopter or better yet start a skydiving business.
That way ya make money whether they go slow or fast.
Kinda like a sand pit. They pay ya for the sand and they pay you to fill up the hole with trash.

i intend to broker with the mexican civic organizations, who already have the means in place, to be the providers of my service, while I am simply a broker in the deal.
I am firm in the belief they know how to protect their turf.
