Lobbying has a bad name because Money was lambasted by Jesus Christ. Christians in America, especially on TV, will have nothing to do with it, at all! Is it any wonder that Donald Trump will not release his tax returns(?). Probably, they are full of it(?)! They even point to the Clinton Foundation and Tax Returns, which are full of it.

Actually, any person can create a government contact through a Congressional District Office, or through an organization, familiar with how to create a government contact. There is a broad First Amendment Right to petition Congress for a redress of Grievances.
