We need the laws because rehab does not help everyone and some won't go to it.
Drug abuse isn't yet a large enough problem to attract meaningful solutions. There are more benefits to be had for the establishment by maintaining the problem than by solving it. Those who have authority will milk it until the 'eleventh hour', then throw up their hands in despair, and toss the problem to the next generation, who will then proceed to do the same thing.

No one can make an evidence-based argument that legal alcohol is less destructive to society than recreational drugs. There are many things humans consume, most of which are perfectly legal, that negatively impacts their health. We can't, or shouldn't, outlaw them.

As Americas, we have learned the the destruction wrought by making moralistic judgements on how people spend their recreational time and what substances they choose to do it.

Just as with alcohol, the moralistic laws we pass to outlaw recreational drugs cause much more damage than the drugs themselves.
 
If you are beyond college aged and still partying like a home alone teenager, nothing but your version of rock bottom is gonna break that cycle and even that isn't a guarantee. Some people are beyond saving.

There is a huge difference between the recreational use of drugs and hard drug addiction. Hard addicts support the drug trade. Sales to recreational users of drugs is a "side hustle" for drug dealers. While weekend users might spend a couple of thousand dollars on drugs hard addicts can spend up to $60,000 per year on their drug needs.

And while alcoholism is indeed a national problem no one is killed and beheaded over control of distribution and sales.
