There is no legal authority that could be used to prohibit felons who have served their sentence, from voting.
Legislators do not have that authority, no one does, and no one can give it to anyone.

I would have to know more about the original tampering with evidence case to know if she was actually ever guilty of anything, but cause clearly it is illegal to prevent anyone from voting is their sentence is over.
It would be taxation without representation, and that traditionally is a crime.
