Well, the NG don't have arrest powers, but it looks like the Justice Dept. is fresh out of extra cops at the moment. What do you think they are being "set up" for? What do you think is going to happen and why would Trump set up the Guard?
 
The unarmed troops are in response to a request for support from the U.S. Park Police, an entity of the National Park Service, said Air Force Senior Master Sgt. Craig Clapper, spokesman for D.C. National Guard. Additional troops are on standby, he said.

“[The Park Police] has the lead, and we are in a supportive role,” Clapper said. “We do not arrest or take other authoritative actions, that is the [Park Police’s] role.”

Rump is part of the system, I know you all like think that there are truly 2 sides. There aren't.
They will be unarmed because if something happens then carte blanche is served on a plate.
What happens when Martial Law is declared? The Gov wins. Not my Gov, not your Gov. THE Gov. We will not count in that case.
