My experiences in trade with Mexico taught us how their system works and it’s very simple. At all levels of government - local, state, federal - graft, bribery, kickbacks, other favors, etc. are a way of life in that culture. There’s always a ‘fee’ or ‘tax’ to be paid and even occasionally you hear it’s an outright bribe, but that’s the cost of doing business, everybody does it, you gotta pay to play, yada, yada, yada. IMO there’s a high probability their president and his henchmen took bribes and the cartels have plenty of money to toss around so $100M, or more, wouldn’t be out range for them.

I’d also bet dollars to donuts there’s plenty of pols in the U S who’ve been touched with cartel generosity, both at the state and federal levels, and it would be nice to expose those pukes.
