No, in his speech about attempting to buy Twitter, he explained it will be free speech within reason. Meaning no hate spewing, no death threats, no porn, etc. If it's within the confines of stating your opinion or answering someones question, then he has no problem with it. If your a brainless fuktard spewing hate, racism, misogyny, and violence, you will be notified of your rule breaking and given a warning. He does plan to ban people who don't follow the rules and behave accordingly. He also plans to tell them exactly why they are banned and for how long.
